Mr. Caine, Mr. Cox, Mr. Sloss and my self met in Mr. Caine's room on the 24th September to discuss the proportions in which the capital and re-current expenditure involved in the Committee's recommendations for the rehabilitation of the University should be derived from sources within the Secretary of State's sphere and from other sources. Reference X of his minute of 9th September Mr. Mayle was unfortunately unable to be present.

2. I have incorporated the proposals which were agreed at this meeting in the draft memorandum attached opposite, (it will be recalled that at his interview with Mr. Cox and Mr. Sloss the Secretary of State asked for a memorandum on the financial aspects of
